Important Information for Customers

 

Payment Methods:

As of Friday, September 30, 2016, the U.S. Embassy in Paris and Consulates General in Marseille and Strasbourg will no longer accept payment by the Mandat Cash from the Banque Postale. Mail-in consular service customers in Marseille must pay by French bank Euro check (chèque de banque payable in France) made to the order of:  U.S. Embassy.  We do NOT accept chèques certifiés, or personal checks.  “Mandat Cash”  Is No Longer Accepted as a Method of Payment

U.S. Passport Photographs:

Starting November 1, 2016, Eye Glasses will no longer be allowed on passport photos.  For more information please see the Department of State website page.

Routine Passport processing times are 4-6 weeks for routine renewals. Passport services in Marseille are provided by appointment or on a mail-in basis for routine passport applications.  

Appointments are available in Marseille by online appointment, except on French and U.S. holidays.

What Service Do You Require?

Routine Passport Renewal for Applicants Aged 16 and Over: by mail adult passport renewal

Please note that incomplete or incorrectly completed applications will be returned unprocessed.

Renew your current passport by mail if all of the following are true:

Your most recent passport:

  1. Is not damaged and can be submitted with your application;
  2. Was issued when you were 16 or older;
  3. Was issued within the last 15 years.

If you cannot meet these requirements, see applications for First Adult Passport.

  1. Complete online and submit Form DS-82 available using the online passport wizard. Be sure to answer all questions accurately as any mistakes may result in a delay. Check this sample to be sure that you are using the correct form here (PDF-202 kb). Print one-sided pages only, sign and date.**

Social Security Number If the applicant does not currently have an SSN then he/she should fill in the passport application SSN box # 5 with zeros. The applicant MUST also fill out and sign the SSN Declaration (PDF-80 kb) and submit it with the passport application.   3. Current or expiring passport AND one photocopy of the biographical page;
  4. Photo:  One current U.S. standard size passport photograph for biometric passports.  French photo booth photographs are NOT acceptable for U.S. passport issuance. All photos must have a white background. Do NOT staple or paperclip the photo to your application.

Minors Under 16

All children under age 16 must appear in person with appropriate documentation and with both parents.  Parental consent and signatures are mandatory for passport issuance for minors under age 16 and for renewals. 

All minor children, including newborns and infants, must have their own U.S. passports.

Step 1:  Online Appointment System for American Citizens Services in Marseille

Note: If you do not already have a first passport for your child, there are special requirements to apply for a Consular Report of Birth Abroad and first passport for newborns and infants.

Step 2: Passport Application Form

We require that you enter your child’s personal information on Form DS-11 using the online passport wizard. Be sure to answer all questions accurately as any mistakes may result in a delay. Check this sample to be sure that you are using the correct form here (PDF-192 kb). Print one-sided pages only.** DO NOT SIGN.

Step 3:  Submit Child’s Current Passport (if applicable) plus 1 photocopy

Step 4:  Provide Parental Consent

  • Both parents will appear together and sign the application form (DS-11) in the presence of a Consular Officer or;
  • One parent appears and signs and submits the non-appearing  parent’s signed, notarized “Form DS-3053 “Statement of Consent” (PDF – 51 KB) which authorizes passport issuance for the child, together with the non-appearing parent’s signed photo identification (copy or original document).

The non-appearing parent’s signature may be certified by:

Note: The written consent from the non-applying parent that accompanies an application for a new passport must be less than 3 months old; or

  • One parent with sole legal custody, or a third party (in Loco Parentis applying on behalf of a minor under the age of 16) must refer to the State Department webpage entry Provide Parental Consent (Step 4) for necessary, mandatory documentation.

Note: If none of the documentation on the website of the State Department concerning Parental Consent (Step 4) is applicable, the applying parent must submit Form DS-5525 (Step 6 under forms) stating why the non-applying parent/guardian’s consent cannot be obtained.

Step 5: Submit Evidence of Child’s U.S. Citizenship AND Evidence of Relationship

You must submit original document AND the exact number of photocopies required.

Submit your child’s last issued U.S. Passport AND one of the following documents in section A and B:

A. Evidence of U.S. Citizenship; present originals plus required photocopies: 

  • Original, or certified U.S. Birth Certificate (showing both parents’ names) issued by the city, county or state if your child was born in the United States, plus 1 photocopy; or
  • Original Consular Report of Birth Abroad or Birth Certificate if your child was born abroad, plus 1 photocopy; or
  • Original Naturalization Certificate, plus 1 photocopy; or
  • Original Certificate of Citizenship, plus 1 photocopy.

B. Evidence of Relationship:

  • A copy of the minor’s birth certificate, report of birth abroad, or court documents establishing custody or guardianship  

Step 6:  Present Identification of Both Parent(s)/Guardian(s)

You must submit original document AND the exact number of photocopies required.

  • Previously issued, undamaged U.S. or foreign passport, plus 1 photocopy of each document, or
  • Original Naturalization Certificate, plus 1 photocopy, or
  • Valid U.S. Driver’s License, plus 1 photocopy, or
  • Current Government Employee ID (city, state or federal), plus 1 photocopy, or
  • Current Military ID (military and dependents), plus 1 photocopy.

Step 7:  Child’s U.S. Social Security Number

Providing the child’s U.S. Social Security number in box # 5 is mandatory if your child has been issued a number.  If you have not filed for a Social Security number for your child, and do not wish to obtain one, then you should fill in the passport application SSN box # 5 with zeros.

You MUST also fill out and sign the SSN Declaration (PDF-80 kb) for your child and submit it with the passport application. Please indicate your child’s name and sign the form indicating “name of parent on behalf on my child” prior to submission.  Absence of the form will result in a delay of passport adjudication.

For infants, parents may complete the application Form SS-5 (PDF 122 KB). in order to obtain a social security number.

Step 8: Provide One Recent Passport Photo 

  • Submit one current U.S. standard size passport photograph for biometric passports.  French photo booth photographs are NOT acceptable for U.S. passport issuance. All photos must have a white, light or neutral off white background. Do NOT staple the photo to your application.
  • If the passport being renewed contains a photo that does not clearly resemble the applicant, i.e., baby photo in the last issued passport, you may be asked to provide transition photos showing natural age progression of your child.

Step 9: You may pay the passport fee for a minor child by:

  1. Credit card issued by American Express, Visa, MasterCard, or Discover;
  2. Cash in Euros or Dollars in bills only, no coins — we do NOT accept any personal checks.

Step 10:  Return envelope requirements:  Please provide a pre-paid envelope with tracking and keep a copy of the tracking number for your records.  Please account for 100 grams per passport.

Please allow approximately 4 to 6 weeks for receipt of the new passport.

Lost, Stolen or Mutilated Passports

If your passport has been lost, stolen, or mutilated, and you are NOT traveling immediately, the U.S. Consulate General will accept your application for a new passport by online appointment only.  Once you submit the complete passport application, it takes approximately 2 to 3 weeks for you to receive your new passport.

If your travel plans are imminent, please schedule an appointment online, or call 01 43 12 47 54 if no appointments are available.

The Consulate is closed for all services on U.S. or French holidays.

At the time of your appointment, please submit:

1.Current passport (if damaged or mutilated);

2.Complete online and submit Forms DS-11 and DS-64 available using the online passport wizard. Be sure to answer all questions accurately as any mistakes may result in a delay. Check this sample form to be sure that you are using the correct form here (PDF-192 kb).

  • DO NOT SIGN the form. 
  • Print one-sided pages only.  (We require that all applications be filled out online and printed before the appointment.  Hand-written applications may cause delays in application processing.)

3.Photo: one current U.S. standard size passport photograph for biometric passports. Photos must have a white background. Do NOT staple or paperclip photo to application.

4.Social Security Number If the applicant does not currently have an SSN then he/she should fill in the passport application SSN box # 5 with zeros. The applicant MUST also fill out and sign the SSN Declaration (PDF-80 kb) and submit it with the passport application. Absence of the form will result in a delay of passport adjudication.

5.Payment: credit card or cash (dollars or euros) to pay the passport fee for adults $135 or 133 Euros; for children $105 or Euros 104. 

  • NOTE: As of April 3,  the fees will be $135 or 129 Euros for adults, and $105 or Euros 100 for minor children.

6.Return envelope requirements:  Please provide a pre-paid envelope with tracking and keep a copy of the tracking number for your records.  Please account for 100 grams per passport.

Replacing Limited Validity Passport for a Full-Validity Passport:

Replacing an Emergency Passport for a Full-Validity Passport

If you were issued an emergency limited-validity passport because of an imminent departure, we encourage you to replace it with a full-validity passport immediately upon completion of your travel.

Please note that two consecutive emergency passports cannot be issued and that an application for a full-validity passport takes approximately two weeks to process.

If your application for replacement is made within one year from the date of issuance of the emergency passport, all applicants including children must apply by mail, and no fee will be charged.  See general conditions in entry (A) below.

A.    Replacing an Adult or Child’s Emergency Passport Within One Year from the Date of Issuance = no fee passport.

If you or your child’s current emergency passport is replaced within one year from the date of issuance, submit:

  1. Passport application form DS-5504*. We require that this form be completed online, print one-sided pages, then signed and dated
  2. For additional required documents and delivery method (see entry (D) below.

Note:  For minors under age 16, this application form must be signed by the same parent or guardian that signed the emergency passport.

B.          Replacing an Adult Limited Validity Passport After One Year from the Date of Issuance – for a Fee

For adults:  if you replace your emergency passport after one year from the date of issuance please submit:

  1. Complete online and submit Form DS-82 available using the online passport wizard. Be sure to answer all questions accurately as any mistakes may result in a delay. Check that you are using the correct form here (PDF-20 2kb). Print one-sided pages only, sign and date.**
  2. Payment by French bank Euro check (chèque de banque payable in France) made to the order of:  U.S. Embassy.  We do NOT accept chèques certifiés, or personal checks.  See fees and payment methods.
  3. Submit additional required documents and delivery envelope (see entry (D) below.

C.    For Minors Children under Age 16: 

If you replace your child’s limited validity passport after one year from the date of issuance parents must:

  1. Schedule an online appointment for passport services to make a personal appearance before the consul;
  2. Submit passport application form DS-11. We require that this form be completed online, print one-side pages.  Do not sign this form;
  3. Pay the full fee for the child’s new passport at the time of your appointment.  See fees and payment methods.

D.    Required Documents for Replacements of All  Limited Validity Passports:

For replacements of ALL limited validity passports please submit the following:

  1. Your limited-validity emergency passport and;
  2. Social Security number:
    If the applicant does not currently have an SSN then he/she should fill in the passport application SSN box # 5 with zeros. The applicant MUST also fill out and sign the SSN Declaration (PDF-80 kb) and submit it with the passport application. Absence of the form will result in a delay of passport adjudication.
  3. The letter which you received at the time you obtained the emergency passport with instructions on exchanging the passport, and;
  4. One current U.S. standard size passport photograph for biometric passports: U.S. passport photos are significantly different from other types of passport photos. French photo booth photographs are NOT acceptable for U.S. passport issuance. Computer scanned images may not be accepted.  All photos must have a white, light or neutral off white background.  Failure to submit the correct photographs will result in significant processing delays. Do NOT staple or paperclip the photo to your application.
  5. Return envelope requirements:  Please provide a pre-paid envelope with tracking and keep a copy of the tracking number for your records.  Please account for 100 grams per passport.

Once we have received the complete passport application, it takes approximately 2 to 3 weeks for you to receive your new full-validity passport.  Your emergency passport will be cancelled and returned to you at the same time.

When traveling, please remember to carry a photocopy of your passport separately from your passport.  In the event of loss or theft, the copy will facilitate issuance of an emergency passport.

Security at the Consulate General

Please do not bring any electronic devices, such as laptop computers, Blackberries, iPods, or large bags, such as backpacks, suitcases or packages to the Consular Section as there are no storage facilities on Consulate grounds.  Security guards may hold small tourist cameras and cell phones until your departure, but there is no storage available for any other large items or electronic devices — please do not bring them at the time of your visit.

* Some short (abstract) versions of birth certificates may not be acceptable for passport purposes. You may order a birth certificate online here: National Center for Health Statistics.

Step 4: Present Proof of Identity

The applicant may prove his/her identity with one of the following (provide original AND one photocopy):

  • an original valid passport of any country, or
  • an original valid driver’s license with photograph, or
  • an original national identity card with photograph, or
  • an original valid U.S. or State government ID card, or
  • an original U.S. military ID card, or
  • Any foreign passport that you may currently hold, have held, or been included in, or
  • Your original foreign (non U.S.) naturalization, or
  • Name change documentation if you have changed your name since your proof of citizenship was issued. You will be required to provide name change documentation, i.e. your marriage certificate. If you have changed your name by means other than marriage, please contact our office for further information.

Applying for Second Passport

Second passports are issued at the discretion of the State Department, not for the convenience of a traveler.

You may apply for a second U.S. passport under certain specific conditions:

  1. A foreign country will deny a visa or entry to the bearer of a passport containing markings or visas showing travel to certain other countries;
  2. A passport needed for immediate travel is unavailable due to delays in processing a foreign visa application, or if the applicant has the need to obtain multiple visas on a current or ongoing basis, e.g., flight personnel for international airlines, executives of multi-national companies, or international journalists.

You will NOT receive a second passport if:

  1. You need to replace a passport that is temporarily unavailable (e.g. locked in a safe deposit box or packed in household goods);
  2. It is lost by a foreign embassy or consulate in the process of obtaining a visa.

Under both these circumstances, you would apply to replace a lost or stolen passport.

There are two options for completing a second passport application:

  1. Applicant does not need to travel:  use by mail service — passport received within two weeks.
  2. Applicant must travel within two weeks using current full validity passport: see personal appearance option (online appointment required).

  • Submit a signed, written statement (PDF – 495 kb) giving the reason(s) why the second passport is required and attesting that the loss of either passport will be reported immediately to Passport Services or to the nearest U.S. embassy, consulate or consular agency.

Step 5:  Provide a Written Statement from Your Employer

  • Provide a written statement from your employer, on company letterhead, justifying the need for a second passport and stating the bearer’s understanding that any loss or theft of either passport will be reported immediately to the nearest Consulate, Embassy, or passport agency.

Step 6:  Submit Evidence of U.S. citizenship and Identity

  • Your current full-validity passport serves as evidence of citizenship and identity.  If your current full-validity passport is unavailable for some reason, please contact us.

U.S. Passport Card Frequently Asked Questions

Optional:  When renewing your passport, all U.S. citizens may also apply for a passport card.  The U.S. Passport Card can be used to enter the United States from Canada, Mexico, the Caribbean, and Bermuda at land border crossings or sea ports-of-entry and is more convenient and less expensive than a passport book. The passport card cannot be used for international travel by air.

** Passport cards processing takes about 3 to 4 weeks more than a passport book. If you would like the consulate to hold your passport book until the card is ready, please include a note to clearly state that you would like to receive both at the same time and in the same Chronopost enevelope.
